Update on Election to Replace SEIU Union

Yesterday, December 4, eight UOPA members attended a hearing of the Employment Relations Board (ERB). The hearing was conducted by ERB Judge Jennifer Kaufman. Also present were representatives of SEIU, and the attorney and president of Oregon Care Home Council.

Most of the hearing covered technical issues such as the state’s struggle to produce an accurate list of Medicaid providers who would be able to vote in an election to replace SEIU. The end result was that the hearing was put on hold until January 8, 2026 when we hope the state will have an accurate list.

We believe UOPA is providers’ best choice to replace SEIU.

In the meantime, UOPA is focused on providing the advocacy and information that providers need. In that past few months we have:

  1. Secured a public commitment from SEIU to exclude AFH providers from future attempts at the Workforce Standards Board (HB 3838).

  2. Researched APD’s Wage Transparency Survey and provided accurate and timely information to providers.

  3. Attended DHS’s rules advisory committee meetings regarding implementation of Senate Bill 739.

  4. Launched a petition calling on DHS and OHA to fight for rate increases for DD and MH homes that reflect what APD homes are receiving.
