ADULT FOSTER HOME - ELECTION UPDATE!
Exciting news! The state Employment Relations Board has scheduled a hearing for November 3-4 regarding a possible election to replace SEIU as the collective bargaining agent (union) for Medicaid AFH providers. In the hearing, an administrative law judge will gather testimony and evidence to answer key questions:
1) Is Oregon Care Homes Council an actual “labor organization” as defined in state law? Objections have been raised about the Council’s legal status and lack of transparency in their governance.
2) Were the election petitions filed timely?
3) Should the United Oregon Providers Association be allowed on the ballot as an option?
4) Who gets to vote? Both OCHC and SEIU filed objections to the list of providers that was produced by DHS and OHA, arguing that it is incomplete or inaccurate.
While the bureaucracy moves forward, our goal is to prepare for the 2026 Legislative Session and continue to build UOPA.
